Michael McDonagh
Michael joined PA Housing in 2023 as our Chief Executive. Michael spent most of his career with KPMG where he was the UK Chief Operating Officer and led a successful public sector business. He has worked extensively across the social housing sector. He is a supporter of social housing and brings this, along with a strong commercial focus, to PA.
Michael has worked with many of the UK’s largest and most innovative social housing providers over his 25 years of working in the housing sector. He is also an experienced Non-Executive Director providing valuable skills to ensure that we have an effective Board and Leadership Team in place at PA.

Simon Hatchman
Simon joined the former asra Housing in 2016. He is responsible our core business support functions including finance, treasury, ICT and business intelligence. He also oversees our business improvement and transformation work, drawing on resident feedback including from complaints to understand the priority areas for investment and deliver projects to innovate our service delivery.
Simon has worked in the social housing sector since 1995, including senior roles with various housing associations, as a regulator, and working for a body which provides loan finance to housing associations.
He is CIMA (Chartered Institute of Management Accountants) qualified. He is a Board member at Newlon, another housing association based in north London, and a Trustee at Linkage Community Trust, a learning disabilities charity in Lincolnshire where he lives.
Suzannah Taylor
Suzannah joined PA Housing in 2018. She is our Executive Director for Development and is responsible for the delivery of new affordable homes, regeneration schemes, our relationships with our grant funding partners at the GLA and Homes England Strategic Partnership, and our shared ownership sales and commercial portfolios. Suzannah is also our Executive Lead for Health & Safety.
She also leads on promoting sustainability in the development of new homes. Before joining PA Housing Suzannah worked in the Local Authority sector where she gained experience in housing policy, homelessness and temporary accommodation before progressing her career in development.
She is a Chartered Member of the Chartered Institute of Housing and a Board Member at OEHA – a small housing association with a focus on providing low-cost accommodation for people working in education.
Charles Ellis
Charles joined the former Paragon Community Housing in 1996. He is our Executive Director of Asset Management and is responsible for responsive repairs, property investment works which includes kitchen and bathroom replacements, window replacements, new roofs and cyclical decoration programmes.
He is also responsible for the gas servicing and breakdown service, testing and maintenance of our building equipment such as fire alarms and lifts, plus fire safety improvement works, electrical testing, asbestos and water safety.
He has 25 years’ experience working in social housing and asset management.
Sally-Anne Underhill
Director of Neighbourhoods
Sally-Anne joined the former Leicester Housing Association in September 2007.
She is our Director of Neighbourhoods and is responsible for all our Neighbourhood Coordinators, Estate Contracts and Third Party Managing Agents, Specialist Housing and our Customer Services Team. Sally-Anne also supports our work around Consumer Standards and Tenant Satisfaction Measures.
Sally-Anne started working in housing within the Armed Forces then moved into social housing in the mid 90s, working in direct homeless hostels and has worked in various fields within housing from specialist housing, allocations, lettings, call centres, estates and housing management. She joined us as a low-level manager and has successfully progressed her career within the organisation.
She is a keen innovator and is always looking for new ways of working with and engaging with our residents.

Emma Conlon
Director of Housing Operations
Emma joined the former Leicester Housing Association in October 1999.
She is the Director of Housing Operations and is responsible for the Antisocial Behaviour Team, safeguarding, Tenancy Legal, and the Home Moves Team. She is also responsible for our Direct Labour Organisation (DLO) who carry out day-to-day repairs in the Midlands.
Emma has committed her career to social housing and has held various roles at various levels across the sector.
Emma is a Chartered Fellow in Management (CMI) and has a Degree in Housing, Communities and Regeneration.

Serginho Samuel
Director of Contacts, Income, and TST
Serginho joined PA Housing in 2022.
He is responsible for our Contact Centre, our Income Team who manage resident's rent payments, and our Tenancy Sustainment Team who support residents facing financial hardship to remain in their homes.
Serginho has worked in the housing sector since the introduction of the Welfare Reforms in 2011, an experience that shaped his understanding of the challenges faced by residents and the organisations that support them. He began my career at a local charity in Westminster as a Housing Advisor, helping individuals navigate complex welfare and housing issues. Later he joined what is now Town and Country Housing Association, where he progressed from Tenancy Sustainment Officer to Income Team Leader. From there, he moved to Orbit Housing Association as an Income Manager, further developing his leadership and strategic experience, before joining PA Housing in 2022..
His work is driven by a commitment to delivering high‑quality services, supporting sustainable tenancies, and ensuring that residents remain central to every decision we make. He firmly believes that people are at the heart of our business, and understanding their experiences is essential to delivering cohesive, meaningful services.

Richard Earwaker
Director of Property Services – London
Richard joined PA Housing in 2026.
He is our Director of Property Services for London and the South East and is responsible for the day-to-day maintenance of homes including emergency and routine repairs.
He is a Chartered Builder (MCIOB) with over 30 years’ experience in social housing maintenance, asset management, and property services. Richard previously worked as National Operations Director at MTVH for 5 years, leading the large-scale responsive repairs and maintenance services, overseeing a workforce of more than 300 staff and managing an annual turnover of £35 million.
He has extensive expertise across both operational and strategic management, including leading Direct Labour Organisations (DLOs), mobilising high-value contracts for Tier 1 contractors, and driving service improvement in both public and commercial sectors.

Richard Oliver
Interim Director of Asset Management
Richard joined PA Housing in 2026.
He is responsible for delivering planned investment and leading on PA’s decarbonisation strategy for the delivery of retrofit work to make homes warmer and more comfortable for our residents.

Ayfer Chol
Director of Compliance
Ayfer joined PA Housing in January 2025 as Director of Compliance.
She is responsible for Building services team, Building Safety team, and Fire improvement works team. She is leading on all Group’s compliance services, building safety, and external wall fire remediation projects.
Ayfer has 10+ years’ experience in social housing with property services background working in the private and public side of the industry. She has worked on the contractor and the client side of the sector, and she brings extensive experience in managing compliance and building safety with proven track record of delivering transformation and continuous improvement in compliance.
Ayfer holds an MSc in Management and working towards Level 5 qualification in Leadership. She is a member of WISH (Women in Social Housing).

Bunmi Atta
Director of Construction
Bunmi Joined PA in 2024 and is Director of Construction.
She is responsible for development delivery, construction, and development aftercare.
Bunmi has over 30 years’ experience in housing development working in the public sector as a construction and commercial property professional. Bunmi is a chartered surveyor and has worked previously in a G15 registered provider at director level leading on large complex programmes and has a robust tracked record in delivery.

Director of Business Improvement
Kimberley Ellis brings extensive experience and a proven track record of driving positive change in the housing and not-for-profit sectors.
With a strong background in customer operations, Kimberley advocates for data-driven strategies to enhance operational efficiency and collaboration. She empowers colleagues through mentoring, aligning her work with the values of diversity, equity, and inclusion. As a senior mentor for the Housing Diversity Network, she is dedicated to supporting the next generation of housing leaders. Kimberley is passionate about making services more accessible and effective for everyone.
Beyond her professional roles, she actively engages with her community as a Non-Executive Director and Chair of the Customer Service Committee for a housing association specialising in providing housing, care, and support.

Emma Macnish
Director of People
Emma joined the former Leicester Housing Association in February 2003.
She is the Director of People and is responsible for HR and Learning & Development and leads the strategic development across the range of HR areas.
Emma has worked in social housing since 2003 and has held various roles within HR and prior to this worked in HR at BT and Samworth Brothers.
Emma is CIPD qualified and holds the CIH Level 5 Diploma in Housing, certificated January 2026.

Richard Carter
Director of Finance
Richard joined the organisation in April 2018 as Director of Finance. He is responsible for ensuring strong financial governance, the day-to-day leadership of the finance team, and the delivery of value for money for residents. His remit includes financial accounting, management reporting, and oversight of rent and service charges, as well as shared financial services.
Richard has a strong track record within the housing sector, with over 15 years’ experience in senior finance roles. He is committed to ensuring that finance supports the organisation’s purpose and places residents at the heart of decision-making. His experience is supported by earlier leadership roles in the property, retail, and manufacturing sectors, as well as an early career in audit.
Richard has also served as a pension scheme trustee for five years, strengthening his expertise in governance and fiduciary responsibility. He is a Fellow of the Association of Chartered Certified Accountants (FCCA) and qualified with a leading UK accountancy firm.

Rich Wilsher
Director of Treasury and Financial Planning
Rich is PA's Director of Treasury and Financial Planning, having joined in September 2024.
In his role Rich oversees business planning, development finance and treasury operations, as well as being responsible for raising funds to support our ongoing commitment to investing in current and new homes.
Rich has worked with the social housing sector for 15+ years, leading treasury and finance teams with an eye on transformation. He spent several years with Barclays in their social housing division, and recently sat on a local authority Housing Committee as an elected councillor.
He is qualified as a member of ACT (Association of Corporate Treasurers) and holds an MSc in Finance.

Gurprit began his career as a Technical Infrastructure Engineer and quickly rose through the ranks to become a technology leader. Over the years, he has gained expertise in a wide range of technologies, including digital, cloud computing, cybersecurity, and service delivery. He has a strong track record of leveraging technology to improve efficiency, increase productivity, and reduce costs.
In his current role as Director of Technology, he oversees the organisation’s technology strategy, ensuring that it aligns with the company's business goals.

Ian Hill
Director of Governance
Ian joined PA Housing from the Regulator of Social Housing in June 2025.
He has worked in housing for 30 years with housing associations, local authorities and in consultancy. Before that he worked in central government in the Home Office working in HM Prison Service and in Parliament on legislation.
Ian leads PA Housing’s governance and legal teams and believes good governance is about people not processes.

Sally Hopkin
Interim Director of Procurement
Sally joined PA Housing in June 2026.
She is our Interim Director of Procurement with a remit to lead the function and support PA Housing to effectively procure works, goods and services.
Sally has a background in project management and procurement across a variety of public and private sector organisations. Since 2019 she has worked on an interim basis for a wide variety of public sector
organisations, including central government, NHS, London Fire Brigade and Great British Nuclear.
She hs been a member of the Chartered Institute for Procurement and Supply since 2011, hold a Masters in Public Procurement Law and Policy and degrees in Business Management and Supply Chain Management.

Neil Miles
Head of Risk and Assurance
Neil joined the former Leicester Housing Association in 1999, occupying several audit positions before being appointed to his current role in 2017 and has 25 years experience in the social housing sector.
He is the Head of Risk and Assurance and is responsible for the Internal Audit function, providing audit assurance on the control environment across PA Housing and reporting directly to the Finance, Risk & Audit Committee and the Chief Executive. Neil is also responsible for Risk Management, Insurance, Procurement and Anti Fraud activities organisation wide.
Neil is a Chartered Institute of Internal Auditors, Certified Internal Auditor.
